The Container FX Jitter Scale plugin allows you to create an animation on a series of containers that will scale them up and down to their set sizes. By dropping this plugin onto a top most group and advancing the progress % to 100% the animation will loop continuously. This video gives you the complete overview.
You can use this plugin by dropping it on a top most container in your scene tree and it will affect all the sub containers and primitives beneath it. Like the other container fx plugins this one has it's own editor where you can make adjustments on the looping animation. After adjusting the Progress % up to 100% you can change other settings in the direction and axis to create different animation patterns.
